CONSIDERING: What is meant by environment, the combination of natural resources, cultural and urban and rural areas that can be altered by physical, chemical or biological or other factors due to natural causes or human activities which may affect them , Directly or indirectly the quality of life of man and society development.
WHEREAS corresponds to the municipalities, protection of ecology, and environmental protection and conservation of the protected area.
WHEREAS it is necessary to the signing of cooperation agreements that will help get technical and human resources for the development of environmental management.
WHEREAS it is vital to a strategy of integrated environmental management of natural resources, building on the progress of the damage to the area and the impact generated by the increase of population affects their deterioration.
WHEREAS the uncontrolled and irrational manner in which currently makes the exploitation of forests in areas of the generators that supply water to cities, towns, villages and hamlets, threatened with the destruction of the sources either by destruction or depletion.
WHEREAS it is for local governments to protect the ecosystem and the environment under his jurisdiction as well as the task of rationalizing the use and operation of municipal resources, recognizing that a wide range of environmental tasks are governed by the municipality.
WHEREAS the hydrographic network in the mountains of Mico Quemado and Guanchias has been to date the largest and most reliable source of water available to the municipalities of El Negrito, El Progreso and Santa Rita, which becomes essential for their conservation to avoid future problems with supplies.
THEREFORE
Both sides agreed to conclude this Convention Cooperation Service under the following terms:
SECTION ONE: Terms Used.
The terms used in this agreement shall have the meaning given below:
UAM: Municipal Environmental Units.
FUNDEMIQUE: Ecological Foundation Mico Quemado
SECTION TWO: General Purpose.
Get the complementarity and integration in the management of human resources in the neighboring, for the sustainable management of natural resources of the area protected by decree 144-94 Mountain Mico Quemado with special emphasis on micro-producing water.
SECTION THREE: Specific goals.
1. To back Municipal Environmental Management, as part of the process of strengthening the UAMS.
2. Strengthen communities in the processes of Environmental Management through the involvement of women in the development of planting activities in priority areas of common interest and with the participation of the three municipalities and FUNDEMIQUE.
3. Training on environmental issues that strengthen the role that develop environmental boards of both water and schools in communities located in the protected zone.
4. Provide training in conservation practices, productive and sustainable for producers located in the micro-producing water in the protected zone of the Ecological Reserve Mico Quemado.
5. Establish a system of integrated monitoring and evaluation of activities and projects developed within the boundaries of the reserve zone.
CLAUSULACUARTA: THE RESPONSIBILITIES OF ECOLOGICAL FOUNDATION MICO BURNT (FUNDEMIQUE).
1. Funds to manage national and international agencies for the commencement of development activities in the area of Reserve.
2. Advising the personnel selected to develop a training plan, according to the needs identified in the diagnosis.

4. 5. Identify funding sources and make the necessary arrangements for the preparation of proposals on raising funds for environmental projects in the management of natural resources in the area of Ecological Reserve.
6. 7. Take action to the in situ conservation of components of biological diversity in the area of Ecological Reserve Mico Quemado.
8. SECTION FIVE: THE RESPONSIBILITIES OF MUNICIPALITIES
1. Municipalities will be responsible directly involved through the Municipal Environmental Units to oversee the activities undertaken in the Ecological Reserve Mico Quemado in the implementation of the Management Plan according to the Environmental problems of the mountain and as a timely response to the management of resources and the natural environment through the strengthening of the sectors with a presence in the protected area by encouraging the use of clean technology crop subject to this agreement.
2. The Municipal Mayor as a counterpart to this convention undertake to cover the cost of logistics for the technical staff assigned in the development of actions to implement the plan for handling the booking Ecology of Mico Quemado and socialization of projects to be executed.
3. Comply with the obligations of work covered by this agreement, according to the legal standing that have been envestidas Municipalities.
4. SECTION SIX: JOINT RESPONSIBILITIES
1. 7. Seventh CLAUSE: TERM AND LONG
This agreement is effective from the date of subscription until the parties involved deem appropriate may be amended or terminated as manifested in writing by the parties and renovated according to the results obtained.
SECTION EIGHT: GENERAL
Anything not covered in this agreement shall be settled by mutual agreement exhausting diplomatic means and good faith of the parties and any dispute arising directly or indirectly connected with this agreement, shall be resolved by direct settlement between the parties, if not If possible agreement at the end of 15 days at the request of either party shall be submitted to arbitration ad-hoc equity, after which either party gives notice in writing to the other in this regard.
